Here's the thing you're missing.

People do care about Brandy; the community that has been supporting her since day 1. She doesn't make generic pop tunes for Mainstream success. She releases songs to Urban (Besides Human), and that's the community that holds to such a high regard, that's why her songs still have legacy.

By the general public, you mean the little girls and Caucasian people of today who don't listen to R&B or 90's music, than I guess sure; no one cares about Brandy.

Open your mind and realize that she is a legend and she has the classics to prove it.

Brandy broke barriers for color, too. Something rihanna can't do.
