Nicki is a celebrity. She has much better resources (money, connections, etc.) for setting up something to meet with the President than an average person.
Obama is not going to spend time to have a meeting with Nicki Minaj about the state of Healthcare in our country. Not only is it a waste of his time but it would also be extremely embarrassing and may also hurt him politically during the next election because people would not take him as seriously because of it.
