Are there any tools out there for you to learn a new language? I'm interested in learning French.

duolingo is good for getting down the vocab/sentence structure basics, not necessarily for full fluency.

Honestly, no. There's hard, hard study, or moving to said country, along with hard study (for quicker results).

Try to find French websites or forums on topics you like. It won't teach you everything and you'll still need to study but it can really help you get into the language.

I'm here for hard studying, I don't need any flashy gimmicks. I need a textbook online or something.

I was NOT ready for that reason.
Well, apps are good but someone you can talk is better like in real or a penpal .
For example, in my school I've just taken a tandem wher I will talk spanish with him and me french.
I still have to improve my English tho and I want to learn Italian too

The best way to learn is at an academy. Then there's ways to improve (music, text, movies, etc).
I studied french at the Alliance Française and I recommend it to anyone who wants to learn, is the best place and they have like 850 centers around the world.

As a multilingual individual my best advice is to start with forms of media that interest you. Books, films, music, sports, etc. It's help you with accents, vocabulary, grammar, and complex grammar uses of the spoken language such contractions, idioms, etc. While doing this simutaneously do some textbook and written work. It may seem overwhelming at times but this will help you develop your skills so much faster.
There also language forums online such as Uniland where you can find other language enthuasist to help you with questions. Verbling is also a respurce where you can speak with native speakers all around the world and be turored by them. For example, I enjoy the sport tennis and it being internationally popular, I can speak with native Italian speakers who also enjoy the sport and watch Italian commentary of matches which not only helps me understand the language better but makes the experience not seem like "work". (Assimilation is the BEST teacher) Studying writing, reading, speaking, and understanding seem tedious but you'll realize after hours of work the results will be awesome.

I'm going to study french soon.
A friend of mine who is an modern languages teacher told me it was hard, but I'm good at pronunciations and stuff so I will try it.

there's literally SO many resources out there
if I could manage to find stuff for Norwegian (for free!) then I'm sure you'll have no issue finding stuff for French.

Well start with easy stuff.
"Hi. How are you? Fine? And you? Fine thanks. Where are you from? *insert country*. And you? Me too. Have a nice day." To get a sense of pronounciation.
Then obv learn conjugation of the important irregular verbs (present) be, have, make, go (être, avoir, faire, aller). then learn an example for the regular ones: eat (manger for regular ones ending on er), sleep (dormir for regular ones ending on ir) and understand (comprendre for regular ending on dre). From there just vocab, numbers, pronounciation of the alphabet etc, also grammar male and female article as well as how adjectives changimg or not depending on the noun being male/femal/singular/plural. stuff like that imo
