Because she was a new artist that no one had heard of and didn't have Justin Bieber to lipsync to her song. Also, electronic music wasn't being played on the radio so it was a big step.
I mean, I wasn't following charts at the time but I believe it just picked up steam organically. She performed it in a bunch of places, it gradually got picked up by radio nationwide, I even remember the YouTube video of Pussycat Dolls' I Hate This Part had Just Dance attached to the end of the video as some extra promo. It got more popular as it spread around because it's a great song.
I remember when I was searching Music Choice on demand and finding a Lady Gaga. I have never heard of her before either has the world. After I watched the Just Dance video I was addicted.
I'm always in awe when I think about how she went from a nobody to an enigma. The Fame was one of the best pop eras I've ever witnessed in my life and I've witnessed many.

It was weird. I remember the just dance video wasn't on youtube for the longest time, and you could only watch it on certain video hosting sites. But it was definitely just a slow PR build for her with the Miss Universe promo slot and her social media presence building. Then she did a big interview for MuchMusic and she got huge in Canada right away.

Lambs and their flawless taste Thank you for praising the good sis
It wasn't being pushed by her label until late summer/early fall 2008, and since she was virtually a brand-new artist, it was going to take some time. I remember it started gaining traction when the album got released in August of that year.
