my guess is it depends on the contract the arena has with teams vs concerts. Many times the teams have top priority since that is what the venue was built for, but it depends a lot on if the stadium was publicly funded vs funded by team owners

since the Verizon Center is the Wizards' home.

She's more important, so I don't see why it should be.

What kind of planning though

Rihanna had to reschedule last year due to a playoff game. It happens during playoff season.

And to answer the question of who's more important... it goes to the Wizards because they've sucked for so long. Them getting to the playoffs is such a feat.
