Is it underperforming? I'm sorry, I don't know because I don't like the song.
But to be honest, if it's really underperforming, I don't really know why. I don't like the song but I'm not expecting this to happen. It's Gaga so I'm not expecting anything to underperform.
I have to choose other: This song was sandwiched, and got overshadowed, by two great songs "Born This Way" and "The Edge Of Glory". The only comparison I can think of is Diana's "I Thought It Took a Little Time" in 1976, released in between "Theme From Mahogany" and "Love Hangover".
When you release 3 songs in a very short time frame, one of them is bound to flop.
1. rush release
2. Then radios didnt know when to play it.
3. They heard about the religious theme and decide to ban it and not take chances
4. The song is a grower
5. its not radio friendly
6. It cant b sung live well
7. People want lighter songs its easier to listen to and funny(Hint why TEOG is doing so well)
It's not as radio-friendly as her previous singles, and it had too many controversies. Also, many people didn't know that it was out already. It really sucks 'cus I was hoping for a straight #1 for all her singles this era.
I've heard it on the radio twice. It honestly came too fast and people still don't know about. There is an onslaught of promo coming up, hopefully it will pickup.
I think Gaga is rushing all these releases, tbh.
3 singles and the album hasn't even come out yet.
I think this song would have had a lot more potential if she had waited to release it.

It's ridiculous that there are posters saying that the song is 'controversial' and that's why it's not getting played. I doubt that has anything to do with it. It is very likely that the song reminds people too much of Poker Face and Bad Romance and that has turned people off because they wanted something more from her.
As to the arguments that 'radio isn't giving it a chance' well why would radio play something that it's audience doesn't want to hear? That makes no sense and will only negatively effect their stations ratings.
I think there is an over saturation of Gaga at the moment and that's why we have been seeing diminished returns from her. EOG likely won't do much different from Judas it may fare better on radio if Interscope lets it climb, but it's already performed worse then Judas in terms of iTunes performance. It's already dropped from the top spot of iTunes where as Judas was #1 on the chart for 4 days. The public has reached their saturation point with Gaga and can only take so much of her. Born This Way also probably turned a lot of people off too which negatively effected Judas. In general I would say people don't want what she is delivering.
Compare this to her last era and I think it's obvious people have grown tired of her and/or are just not receptive of the material she is putting out:
Just Dance 6 million - > Born This Way 3 million
Poker Face 6 million - > Judas will struggle to reach 1 million
LoveGame 3 million -> Edge Of Glory will likely perform as Judas has
Paparazzi 3 million
Bad Romance 5 million
Telephone 2 million
Alejandro 2 million
