I'm quite confused on the issue of "rape culture." What exactly is it

I know there have been disgusting instances of guys taking advantage of a girl while blacked out drunk during parties, but I don't understand why that's a culture as everyone in this culture is disgusted by that. The overwhelming majority of the population would not even think to do that

Another question-- if you are both drunk and both consent to sex, is it considered rape? Some think if the girl is drunk to have sex with her at all is rape even if she consents. That has always confused me a bit because if that's the case most males have raped someone

I think schools should move the accused and the victim to separate classrooms/dorms. However, I don't think it is really their business to offer expulsion or suspension unless they victim and accused have been to court. Schools are not a legal system and should not be expected to make such an intricate verdict

Rape culture is where the immediate focus is on whether checking whether a girl is lying rather than helping her.

A rape culture would be a culture where rape and sexual assault is considered as acceptable and and rapists don't have to expect consequences. So clearly not a culture we live in.

If one party is so drunk that they can't possibly give consent anymore while the other person isn't then it should definitely qualify as rape. If the parties are still clearly capable of giving consent after having drunk alocohol then it definitely is not rape, no matter how much you regret the choice the next day.
