Does it though? That puts a stigma on all black men. Gay men didn't like it when they were stigmatized but then they go and stigmatize others and everyone is just fine with that. It's stigmatizing if only black models are used in the advertisements. That's the point. Most of those living with hiv are in developed countries.
I've already met the head of the board of health in NYC, and the head of the cdc who spoke on these very issues several years back in Harlem.
