Dance pop is always around; however, it wasn't dominant. Also, Britney was at that point a major artist who could pretty much do what she wanted musically and still have a following. The reason I cite Rihanna and Gaga at the forefront of the current trend/wave of dance-pop in America is because they were the first minor stars to have major dance hits at a time where mainstream radio was heavily saturated with hip hop and R&B music.
