It's definitely the lighting. You can see the lighting affecting her eyes and top half of her hair. Also, her chin's pigment matches the bottom half.
Or it could be the lighting with the angle. Hilary almost never spray tans.
The lighting definitely has a say in it but there's no denying that her face probably still has more bronzer on than her body. And I don't think she spray tans either, it's just bronzer. But it's so extreme that it looks like a spray tan.
She has beautiful eyes though.
