Yes, her father used all their money for his drug addiction.

She just had a normal lifestyle like everyone in Barbados ( despite her family problems with her father), but it isn't exactly a highly developed country in terms of technology and stuff, its gotten alot better but back in the day ( especially when Rihanna was a kid) it was basic. Its also a small country.
