Who does then?
I don't understand how people can imply that for 10 years producers have been giving massive credit an proportion of their profits to a random flop who wasn't going anywhere.
Sure, if Teenage Dream was where her only credits were I'd believe the rumours, but since I highly doubt Red Hill/Island/Columbia/Capitol have managed to keep every single of the 50-odd producers she has worked with silent over the last decade about her not being a writer it's probably safe to assume she can write.
And what about songs she wrote solo?

Do writers just just up writing credits on a song to help some randomer? Where would be the sense in that?
I'm not delusional, I know that Teenage Dream/TGIF/Part of Me (Ooh, the Bonnie McKee songs.) weren't done fully by Katy - she at most came up with the concept and the initial lyrics and such - aong with some other examples, but to imply she doesn't write at all.

You're the delusional one.
If you can find ONE example of a producer saying "Yeah, that Perry girl doesn't write at all. Island paid us to add her into the writing credits" or "Urg, Perry. She literally changed 'Do Not Ever Look Back!" to "Don't Ever Look Back!' and then demanded lead writing credits" at any time since 2001 I'll give your story credit.
