It's ultimately down to the artist.. the label can suggest things, and book her.. but if the label wasn't doing a good job, Nelly could easily go on any tv show, do any interview, or performance she wanted on her own if they wanted her.
It's not like an artist is forced to do nothing, because a label wants to do nothing. She can book things herself ifs he REALLY wanted to do something, and the show/etc wanted her on.
