Songwriting definitely. People can learn how to dance and can be trained enough to dance well, songwriting is something that can't just be created, you have to have the emotions, the words.. its a lot more difficult to master and some never do.
It's a bit.... weird to compare them, because Dancing has to do with entertainment and songwriting has to do with music/art.
I'd go with songwriting, since I'd rather have good music over a good performance.
You always hear about people complaining about an artist who can't dance but rarely is there a complaint an artist who doesn't write his or her own songs. I think it makes sense to compare them as they are two important expectations for pop stars.

Songwriting obviously. You need to write and compose the music first before performing it for the public. And songwriting is just holding a higher position in my book than others.
