Gaga. She, along with the team, is involved in every step. It isn't about the quantity of releases, but the time actually put into it. She's learned to make time to make herself better, unlike some.
I have to say Beyonce. Because she showed that she works hard in everything she does. For Example She Worked so Hard on Run The World Choreography. She was very focus and she was working hard on 4 era. (From what I saw)
Endorsements for other companies (L'Oreal, Vizio, American Express, Nintendo, Pepsi, Samsung etc.), records soundtracks for her films...the time she took off following I Am World tour was the first real break she ever had since she was a child and she still recorded even then.
Produces, directs, and oversees her tour DVDs, not to mention take care of a baby. Oversee Dereon and House of Dereon, etc...
She writes all her music, co-produces, directs music videos, creative designs for the 3 tours, and her promo is unmatched. You may not like what she has to offer, but you cannot say she isn't the hardest working pop star.

It's obviously Gaga, and to say otherwise is pure delusion. All three of these ladies work hard, but Gaga does more of her own work than the others, especially Rihanna, who has most of her work done for her.
