Rihanna.
Her music is meant for all & everyone; she's beautiful & accessible.
She isn't outlandish or annoyingly desperate for attention.
The public loves her songs & persona.
Behind Madonna & Britney, she's next to inherit the pop throne.

I'm going to dispute this.
Rihanna does many things that are desperate for attention. Check her twitter. Let's not.
As far as the public loving her songs and persona, not everyone, but an number of people, that of which seems to augment by each release she has, seem to lean towards the idea that Rihanna is just a *****. In fact, I'm here to suggest that unless Rihanna reigns in her career by taking a break and reinventing her image, her career will likely be short lived.
I am here to argue that she's no where near ready to inherit any pop throne as well.
On the flip-side, Gaga had an era where she made an album for her fans, and then people wondered why the undeniably camp tunes didn't do well on radio. When you aim only to please the gays, you don't get smash hit after smash hit.
As well as that, Gaga will have to have a serious re-invention as well. But Gaga can do that with a bit more ease than Rihanna simply because she's been around for a shorter amount of time. Besides, if Born This Way is as bad as everyone around here seems to think it is, the last time anyone heard much of Gaga was the VMA's when she was a dude.
