Albums usually come out 1-2 months after a first single.. so they could release a first single right now and have plenty of time to finish one song, and mix the album. Albums do not need to be 100% done and sitting on a dusty shelf before a single can be released.

I think it's pretty clear that No Doubt is not working with any deadlines in mind. If they released a single now, they'd be pigeoning themselves into a release date, thus rushing the mixing process. And I'm not sure if you're a musician or not, but mixing can be a very long and straining process.
