Because she treats life as a performance. She went there to meet with her fans and her fans love these types of things. Gaga puts effort into absolutely everything she does.

Just following a FEW little monsters on twitter, and you can easily tell she does not plan these things. There are plenty that dedicate a pretty big portion of their lives to following her around and getting groups together like this.
From "ATRL" Gaga's image is been boring, right? She does not asked to be followed around. A piece of steak on her head is like a white-T and jeans for her. People around the world love her, and are intrigued by what she does. She is in country where she isn't always, and the fans their are welcoming. Yall just gon' have to stay mad.
