More likely people think her music sucks ass and wouldn't waste £10 (which is the equivelent to $18/19) buying her CD.
The British music scene is generally very different even to a year ago, mainstream American music generally doesn't do amazingly (obv there are a few that break that rule PCD, Nelly F etc) but do well-ish for a while in single form. Its Indie-Pop that dominates these days...
And even though I love her I think Jamelia deserves a LOL for her #20 hit album WWM, hopefully she's realised she shoulda gone with BOTD first...
She will shoot to number one once she releases "Beware Of the Dog" . The charts in the U.K are totally different and you can hit the number one anytime, unlike the U.S where your only chance is once you debut.

Wow @ Scissor Sisters. I knew they were huge over there but not only did their second album debut at #1 but their debut album has been on the charts for 100 weeks and it's #16. That's frickin' amazing.
