IFFPI does not make the rules for every artist. It only makes the rules for its own sales figures. I think its pretty clear from nearly every chart in the world, if you feature on a #1 song, that also counts as your #1 song. That means if you feature on a #7 peaking song, it still counts as your #7 peak too.
If you are a featured artist on a song for the grammys, and the song wins, you are awarded a grammy too (provided it is a performers award).
Features are part of a discography. Few organisations or intelligent people would disagree.
And we all know, if that Cher feat. Lady Gaga song had been released and had gone on to be one of the best selling songs of 2011 (

) then you would be preaching a different story.
