Nope. T-Pain started the Auto-tune craze. Believe was the first or if not, one of the first to use auto tune but it barely influenced people to use it.
... Baby One More Time, definitely. It launched the career of one of the biggest pop stars of the last decade, which alone is a much bigger impact that whatever it is Believe is supposed to have done.
