I don't think Russia is backing them. I feel like they only have China.
If it were to come to war Russia would not rush to the aid of NK and China would stay in its own bubble. They're both smart enough countries to avoid this kind of conflict no matter what.

North Korea will keep doing what they want and they'll keep getting stern letters in the hopes that they stop.
They should stop being sent aid until they make some real change as to how human rights are down there and dispose of the Juche ideology as well.
