I've read that Gaga's ends up losing money when she does a tour not because of low attendance but because of things like expenses outweighing any profit. This seems to be following a similiar pattern with all the workers they'll need to employ to handle her stage. I'm sure the tour will be successful in terms of attendance but I don't know if it will be financially unless she has raised ticket prices this time around. Has she?
At the end of the day the label's happy, Gaga's happy and her fans are happy - that's all that matters
