I don't think Interscope knows what they want to do yet. It's probably because Gaga still hasn't finished the upcoming record.
They're probably leaving it all uncertain until she finishes the record. Assuming that they (Gaga and Co) are probably wanting to get it right this time, they are probably putting a lot more effort not into the sound of the record but the timing as well.
I'm not sure if they want to release another record in the dead quarter. Though, I guess since it's Gaga they realize the sales will be there (and front-loaded at that).
But at the same token, since they know that, they know they have to get the lead single right this time. They should also know that you can't release a lead single in February and then expect that to keep the album hype up until May with a failed second single. So... March sounds a bit more likely. March - May isn't as bad, I reckon.

I kinda feel that they might want to make this era as short as possible, y'know, since it's not what everybody wanted.
So, I'm thinking they might just do the tour and do 1 US leg. Hit the hot spots. Maybe extend it a bit. Who knows.
But I'm thinking they might do lead single March 2013... or if they were to extend another US leg, they could release the lead single June/July ish? Summer smash 2013. Have the album release Late August/Early September.
There's no way I'd survive waiting that long. It's already going to be tough enough waiting till early next year for the tour. (That's IF she even comes to this part of North America, we got neglected on the last leg of the MB.)
