I personally found some of the photos from that shoot (not the one used here) quite artistic when it came out, even though it was very direct and I wouldn't usually agree with it, the pics had a certain quality about them and somehow portrayed the content very innocently, showing a beautiful pregnant woman without sexual connotation (I know she had sex to get pregnant but you know what I mean
).
However, it was ok in the magazine, but not on large ad frames like that and definitely not everywhere in the area. When it's imposed that way it is really inappropriate and people who are not blind don't have any choice whether they see it or not. Also, like you said there are parents who would not want their children to see naked people and people who would feel uncomfortable with that, I know you can't please everyone but that is very blatant.
