Auto tune and live pitch correction are used to do what the name suggests: fix tune and pitch issues. If they're being used, most of the time it's because the person can't hit the notes in the studio. You have auto tune like Ke$ha, which is turned up all the way, then there's auto tune like Rihanna and Katy, where it's less noticeable and robotic.
Most artists use LPC when they perform live. That's just how it is (but sometimes it doesn't work because the person is so out of pitch. This happens to Katy a lot, unfortunately). When you hear Katy sound "bad", it's because she's going out of tune or the range that the LPC is set to. There is the key the song is meant to be sung in and then the key Katy sings it in. Sometimes it sounds good, but when she tries to sing in the key the songs are meant to be sung in, it messes up. This is why her producers need to create music she can actually sing, like with OOTB.

nvm I got it. I know they do, pretty much everyone does, their mic set up is chained that way. I know what you're saying and I get the whole autotune is used to helped pitch but it isn't inside a studio.

I don't know if this post belongs here, but I've always wanted the Teenage Dream era to be made into a theme park. It would have rollercoasters, kid rides, and even food related to the era. And like Disney World, each single would get its own land. (Alienated Space Land, Midnight Friday Land, Candy Coated Land, Army Base Land, etc.) There could also be meet-and-greets too, and at night, before you leave, you'd get a firework show (literally, like tons of fireworks shooting into the sky while Firework plays in the background). They do that in Disney Land/World. It sounds insane but I've always wanted this to happen.

Is it because she can hit the notes, but she just can't hold them?
Well, It's not like she always mess up the same part. I think she hits all the notes, but in different performances (it's the performance as a whole that is a mess.)
