Yes. I don't need to justify it. When you say "The Voice," 99% of people will assume you're referring to Whitney Houston. It's her title and it's widely recognized as such. Personal preferences really don't come into play here.
!!! Whitney had the big, spectacular, out of this world voice. But Mariah has that, combined with raw emotion and beautiful songwriting.
There are many artists with spectacular voices. There are many artists with songs full of raw emotion. But the rare combination of both is what puts Mariah on top in my eyes. To listen to such an amazing voice with such passionate, real emotion is a different feeling that's incredibly hard to describe.
Whitney was always known as THE VOICE before her death. There's just something magical about her voice. The clarity, the tone, the power, the charisma, the way she sings certain words, the way she could sing a simple song and make it sound so important and amazing. Her voice was a national treasure. I love Mariah Carey, but I can never get the chills I get from her that I get from Whitney Houston's voice. Don't get me wrong, Mariah Carey is definitely the "other voice," and she has songs that will give me chills, but not like Whitney. It gives me chills, and makes me wanna clap. EVERY song, every performance. She wasn't afraid to go there with her voice and not go by the melody (something Mariah rarely does). She was the queen of IMPROVISING live. Her presence was so weird. It's like she's a deity. She just stands there with her long arms and her small frame, with her rag or towel, and that little bit of sweat on her top lip.
Whitney always had a pure, strong, crystal clear tone while Mariah had an airy yet surprisingly solid tone which I always preferred.
I also prefer Mariah's vocal acrobatics to Whitney's plain belting, but both ladies had PHENOMENAL control of their voices (Whitney more than Mariah). The only singer now that comes close to the control they had is Beyonce.
I've always considered Beyonce Whitney's predecessor and Kelly Clarkson Mariah's.

No one 10 years ago would directly say "Whitney Houston is the voice of this generation" and if one were to say that people would argue between Mariah and Celine as well. There's not a clear overall general winner.
But I do LOVE me some Whitney, and I do believe she was in the top 3 of best voices in the industry along with Mariah, and Celine. Whos #1?? That's debatable.
