Ok that makes much more sense now. I'm using CS5 so it might be a little bit different if you're using a different version. On the sidebar click the Rectangular marquee tool (or just press M) then after that, you cut the part of the gif that you don't want (ctrl+X to cut) then on the menu bar, click IMAGE (3rd one just after the EDIT) then click 'Trim...' then you will see 3 options, choose 'Transparent Pixel' then click okay. after that ctrl alt + I then resize it.
