Because Billboard switched sides from stanning her to against her.
They used the reason Michael only did it with one version while Katy 2. And they also said there is enough music to be charting on its own. Honestly, I think they should just say she broke the record because it is a bit unfair. Personally, I count it as the 6th #1 and see her breaking the record.
