I genuinely feel like Gaga's fashion changed the entire industry, partly in terms of direct fashion influence, but mostly by overshadowing everyone and everything.
We're talking about a girl whose dress drew more publicity than anything most of the other girls in the list have ever done.
Rihanna's style has always been head and shoulders above the rest of the girls. During the GGGB era, girls were chopping their hair off because Rihanna did. All of the sudden, long hair wasn't the 'in' thing. During the Rated R era, girls were wearing all black and trying to pull off the edgy look because Rihanna made it cool. During the LOUD era Rihanna died her hair cool-aid red and everyday chicks followed suit. Her impact on everyday fashion is undeniable and has yet to be matched by any of the other pop girls and it has lasted longer then any of the other pop girls.
Beyonce for sure, she actually has a clue what to wear and what NOT to wear...

Britney also usually wears things that look good when it needs to be high fashion.
Gaga, Nicki have horrible sense of fashion. They usually look like clowns, trash, FOOLS with what they tend to wear.
Ke$ha is a hit and miss and I feel like she just doesn't care. I don't care either but you won't hear me talking about her fashion sense.
