If you include pop rappers, even Ke$ha is probably more of a household name than Nicki.
The thing is, based on Nicki's past few songs, like Turn Me On, Where Them Girls At, and now that Starships song, she shouldn't even be compared to Jay-Z. She's nothing like him now. She's more comparable to Kylie Minogue, Britney Spears and Miley Cyrus with those songs.
If she had carried on releasing songs like Moment 4 Life, then yes, but with these songs she's putting out recently, I'm not sure if we should class her as a hip hop artist anymore.
