I doubt it, a few weeks ago, he still said the album would be out "soon-tember" and that he still had no date in mind, I actually doubt he has finished the album artwork or all tracks at this point.
If it will be released that day in Japan they probably get a half baked album then.

All will.i.am’s fans are impatirntly waiting for some new informations about his upcoming album #willpower. According to reliable sources from Germany, the album should be out one day after Will’s birthday – 16th March 2012!
Also some days ago british MTV wrote that release for UK is 29th April.
