when you open 16.000 seats for a concert venue that can hold up to 17K.... You sell out when you sell those 16K seats. But if after selling out you open new seats coz the ARENA CAN HOLD MORE PEOPLE... then you SELLOUT AN ARENA but there are seats left to sell.
