I'm pretty sure it was produced by Stargate, and positive it was written by Ne-Yo. That makes me almost sure that Ne-Yo lied, and he didnt write it for Lindsay, but it was a Rihanna reject. I, personally, think this could have been great with Rih's voice on it, maybe even a smash!
