I think they mean "GOOGLE PLUS", the social networking part of Google, not the entire company of Google itself.
And it will never be bigger than Facebook; that co-founder is just delusional. But it's definitely not directly competing with either Facebook or Google Plus...from what I understand it looks more geared towards celebrities/music artists creating online communities, which is, I think, somewhat different than what Facebook offers or Google Plus offers.
