The whole point of the action is....even if the bill being passed...piracy will still be there, and can be reached. However, the Media plutocrats and U.S, government will gain more authoritative control over the internet. They can abuse their power causing censorship of speech, and controlling over information flows. You may say "they won't go That far". However, from what we see now is U.S. congressmen following the donates of media plutocrats, and try to work against their accountability(the will of people). They follow the source of the money, and this will possibly make internet into a "consumption-only internet".
