It's not just singles they are taking into accord. I think anything that has his music in it. Like music video sales, tour dvds and vhs, maybe the movie this is it sales? Basically anything of his music catalog. Plus Jackson 5 sales.
Like I said, Lady Gaga in only 3 years in the game in this day and age and has sold 100 million records. In 3 years. Michael Jackson has been a force for over 40 years. So...I could see the billion mark. This man has been virtually everywhere, and is known by almost everyone in the world. There was a point in time where this man was more popularly known then religious figures, don't deny his ability to sell.
