not unless it's Blue Ivy cooing. Katy Perry can EASILY do it. Along w/ Adele if the song is a "Rolling In The Deep". Im not too sure about Gaga anymore. Britney will do it.. because she is Britney. Rihanna can if the song is Catchy and has urban appeal as well. She will need a high radio AI to debut big.
LMAO @ those who didn't vote for Britney. She's the youngest artist in history to debut multiple songs at the top of the chart (second overall.) Her last two lead singles debuted at #1 without any promotion whatsoever.
