Should be higher. Burlesque is not only a movie, there is also a soundtrack, a dvd and blu-ray of course, an accompanying book, a nailstudio set and much more, so it was more profitable than some of the movies you put above that. Britney's crossroads for instance had a relatively high gross considering its budget, yet there was no real soundtrack, no other products and the dvd was not a big seller tbh. Beyoncé and Jessica Simpson had minor supporting roles in already-existing franchises, just pointing out that they took the easy road, instead of taking risks.
