This pic is fake, look at how the body is positioned, then notice the distance between his head and the cigarette. - (He'd have to have a freakishly long arm, as well as being freakishly tall.)

Actually no, he looks like he's slouching a bit. And when you're slouching enough, you can easily reach that low. The body positioning looks normal, too.

On top of that, I would find it more believable if the paparazzi/whoever was taking the photo actually took a picture of jesse blowing on the cigarette.

I don't see why anyone would care enough to fake the picture, there isn't going to be any controversy just because hes smoking, hes allowed to.
