Madonna's style of music just isn't popular here. Dance music has never been big here, nor has techno. I don't know why people are suddenly acting surprised. Just because there is a big name attached to it doesn't mean everyone will automatically eat it up. When Madonna did Pop and even dabbled with an R&B style on some albums she had major success in the U.S.
It's just a matter of timing and content. Madonna isn't as young as she used to be, her music has changed, and being an aging woman trying to sell her sex appeal isn't easy in our society. Especially in music, an industry infatuated with mainly young artists/groups.
Her current style of music has also yet to really make its mark here.

First off, whenever a certain fad comes along gets overkill (like most fads), people tend to get very tired. Just look at the the minor Teen Pop wave of late 90's/early 00's and the ruling of rock bands at radio in the mid-90's. People wanted those eras to end and they eventually did.
Second, dance music was once huge in America. Just look at the charts from the 60's all the way to the mid-90's. There are plenty of dance hits and successful dance acts. Unfortunately, really corny acts like La Bouche, The Real McCoy, and other bandwagon riding Euro-dance acts ruined it for everyone. Dance music became a campy genre all of a sudden so you can't blame Americans for ditching Dance music because of that.
Third, not everything before the 00's for Madonna was a "major success". "Erotica" wasn't much of a hit at all. It only went 2x Platinum because there was big name attached to it, if you want to believe it or not. "Bedtime Stories" wasn't exactly a runaway hit either but the huge hit "Take A Bow", another popular single,"Secret", as well as all the critical acclaim helped this album go triple platinum.
