Bad Romance was the right level of new without alienating the pop audience. It had an awesome hook, icy synths, and an excellent beat.  
 
Judas was too loud, thumpy, fast but still somehow slow, and was tough to understand. In trying to evolve Bad Romance, they made a creature that no one could love.

 + Bad Romance is something really reliable for the general public.
Like I said, she probably did this album for her fans. TEOG was really easy to rely to, so it helped it to do good. Same with You and I.
Judas, BTW, MTN are not really reliable. 
Not saying that she should do songs without meaning, but it's not an obligation to inject heavy subjects into your songs to make them good - like Hair, Scheibe, BTW, etc. BTW should have been the only song with meaning because it was very important for her and it kinda helped people.
Bad Romance/Poker Face/Just Dance have no serious meaning whatsover but are still her iconic songs.
