Record labels can't buy a banner on iTunes. It is the iTunes editorial team that decides which song, or which album, should be featured on the home page.
However, if a Record label gives exclusive content to iTunes when an album is released, it has a better chance of getting better.

That makes sense. If MTN was released to iTunes exclusively for the first 24 hours then she would certainly have a banner. But music videos don't normally receive banners on the front page unless they go with a discount or something.

You are right about them trying to bully artists into giving them exclusive content, though. Banners are the result of record labels dealing directly with Apple, providing all sorts of compensation.
