There's a myth that has been around for too long here.
Record labels can't buy a banner on iTunes. It is the iTunes editorial team that decides which song, or which album, should be featured on the home page.
However, if a Record label gives exclusive content to iTunes when an album is released, it has a better chance of getting featured.
"Music featured on the iTunes Store: When your content is available on the iTunes Store, the iTunes editorial staff may feature your title.* Before its scheduled release, ask your label or distributor to send a listening copy to the iTunes editorial staff at the following address: ...
* Editorial placement is solely at the discretion of the iTunes editorial staff and is not guaranteed."
