No they don't. At best, the once a week earthquakes are magnitude 4.5s or so. The major ones are about once a month and many are well off-shore.
I was in Japan in July and the whole month, there was only about 5 I sat through. The 7.0 was so far offshore that we only felt a light shake.
TOKYO though?? Tokyo is horribly crowded and busting at the seams. You can't walk anywhere without blocking a few people's paths! The trains are frequently crowded. It truly is not a good place to live.
