That "ratty hair" is Shakira's natural hair condition. With the exception of the blonde color, Shakira naturally has curly/wavy hair. When it used to be straight black, it was so because she would spend
hours straightening it.
She's going through a new phase where she is dismissing the "glam squad" of hair stylist, make-up artist, and image makers that used to spend 6 hours a day working on Shakira (I'm summarizing what she said in a recent interview). Now she's doing her own make-up, fixing her own hair, and proving herself to be humble artist. Sure the hair is wild at times, but she seems to be happy with the way it is.
