I don't think making hits is quite the science that some of the producers like to believe. It's probably possible in a short term to take advantage of a trend, but at some point the trend changes and I don't think it can be very easily predicted where it's going to go. Thats why I tend to think Gaga should just do what she wants, she's just as likely to create a trend movement as she is to catch the wave of an existing trend.
Thats not to say that there arn't certain things that hit songs usually have as far as structure, hooks, etc, but from a sound and production standpoint things tend to move around it seems.
Of course, that doesn't really explain Katy. But bubblegummy happy pop always seems to be popular, if a bit monotonous.
Or I could be completely wrong.
