Hmmm. I suppose that's up for debate. I think that the songs were just 'too produced' to really be successful on radio, even if people want a Gaga ballad.
Also, I don't think HU R2L is filler. It's a good song that suffers from Gaga's inability to successfully allow her ideas to transcend to the music.
Perhaps it's that y'know she produced 17 songs for an album (and god knows how many others). Not counting how many different versions of the song she made for each track that made it. You get what you put in. She put in a lot of effort to the point that the songs come off as 'too much."
I think many of the tracks that people dislike on BTW have and had the potential to be great, but because Gaga works so quickly (and so much) that as time went by, the quality went down.
I'm not sure how much of this makes sense or is really true. It's just what comes to mind when people call this or that track as filler on BTW.
