Sometimes they do. A mixture really. A lot of them sell like 50% in their first week. But you get albums like Eminem's album from last year which was in the chart for AGES, or Nicki MInaj's album, which got beat to #1 by Kanye's album, but climbed to #1 a few months later.
As a hip hop fan, I can say people get very competitive about first week sales, and the fans at least, boast/argue about the first week sales more than the total sales.
I think it's mainly because rappers rap in their songs about how much they're hoping to sell first-week, and stuff like that, and in interviews and on hip hop forums everybody is always arguing about first week sales, prediciting first-week sales, etc. And if someone has bad first-week sales, the rappers that don't like them use that to diss them. But all this motivates the fans to go out and buy.
I guess the most extreme example recently was when Kanye West and 50 Cent released their albums on the same week (back in 2007 I think), and 50 Cent said he'd quit music if Kanye beat him to #1! For you fans of pop girls, try and imagine if something like that happened with, say, Katy Perry and Lady Gaga. The first-week sales would increase for sure, for both artists!
