No, whales went up for foods.
As you can see from the clip, those wales' mouths were opened for a swarm of fish.
Pushing fish near water and then shooting up capturing them are what these kind of wales always do.
They were not attackting people, but they could accidentally swallow human.
Ps. Surfers should be afraid, because those wales weighed over 13 tons. Wales could simply crush human, if they didn't accidentally eat them.
